PurposeThis study examined how resource scarcity manifests in U.S. domestic violence nonprofit organizations and analyzed typical responses leaders utilize to counteract scarcity.MethodsThis research was conducted with Indiana-based nonprofit organizations that serve survivors of domestic violence and employed a qualitative, systems thinking methodology to (1) identify manifestations of scarcity (2) evaluate responses, and (3) document unintended consequences and contextual factors of implementing mitigating strategies. Workshop-focus groups were employed with executive leadership and front-line staff to develop causal loop diagrams.FindingsParticipants experienced scarcity across five domains: Financial, Strategy and Management, Operational, Human Resources, Scarcity Mindset. Correspondingly, participants deployed responses across the domains of Finance, Strategy and Management, Operational, Human Resources, and Systems Activation and Strengthening. From lacking sufficient funds to maintain programs and staff to not meeting survivors' needs and lacking long-term strategic plans, domestic violence organizations experience scarcity in pernicious ways that hinder their ability to provide crucial services. As such, organizations respond by laying off staff, engaging boards of directors, and leveraging volunteers, to name a few strategies. These and the numerous other responses documented in this study may increase risk in several areas, from impacting staff burnout to augmented legal risk and unexpected incurred expenses to address unintended consequences triggered by the same responses that seek to ameliorate scarcity.
