China started economic and administrative reforms in late 1978. The slogan was the separations of economics and politics, and party and government. One major question asked by many people is what was the Communist Party of China's role in economic work? A related question is how party work was separated from that of state in the economic sphere. Relying upon documentary research, aided by interviews and use of fictional representations, this thesis intends to tackle these questions. Reluctance to authorize relative independence to and inability to define the status of state, and reluctance to completely devolve power to enterprises results in the volatile and fluctuating relationship between the party and state. In addition to personnel placement and ideological education, the party can interfere with concrete economic work contingent upon the central leadership's expectations and demands, the needs of reality, local party leadership's personal preferences, and the overall political climate. The socialist system contributes to the volatile and fluctuating relationship. The party does not really mean the slogan literally, and a complete and genuine implementation of the slogan will lead to the party's loss of control. It would probably be a dilemma for any socialist regime.
