In the application of remote sensing in studying disasters, nighttime lights (NTL) have always been proven as an effective data source of information. This study analyzes daily NTL data set to observe the changes in human activities in a prolonged power outage event after the winter storm of 2021 in Texas. As the most active response and recovery efforts occur immediately after the disaster, understanding human activities immediately after a disaster will enable the emergency management authority to assist in the relief and reconstruction effort very quickly. This study analyzed high temporal resolution data from NASA's Black Marble night-time lights product suite (VNP46) dataset to observe different phases of a power outage event. After identifying different phases of this disaster event, statistical analysis has been performed to understand the relationships between the analyzed NTL and human activity in different economic areas of the study area.
