The business technical problem is that some small hotels, motels, casinos, lodges, and restaurants fail to comply with the Payment Card Industry Data Security Standards (PCI DSS), which has caused significant damages when credit card data breaches occur. This quantitative cross-sectional nonexperimental statistical research aims to find out the most influential factor among those that influence compliance with PCI DSS. Specifically, which of the PCI noncompliance exogenous constructs, intention to comply, PCI awareness, normative beliefs, perceived cost of a breach, self-efficacy, perceived likelihood of a breach, general IT security knowledge, communications with a merchant bank, PCI compliance cost, and peer behavior most influence U.S. small-business hotel and restaurant merchants' noncompliance with PCI DSS? Protection Motivation Theory (PMT), Theory of Reasoned Action (TRA), Deterrence (DT) and Rational Choice Theory (RCT), and the Theory of Planned Behavior (TPB) made-up the framework for the study and the foundation for the research model of compliance with PCI DSS. The population was comprised of managers and owners of small hotels, restaurants, lodges, casinos, and motels. I collected data from a sample of 118 participants using an existing survey instrument to assess the correlation using the Confirmatory Factor Analysis measurement model and Structural Equation Modeling. The study concluded that intention to comply was the most significant factor influencing noncompliance. All other factors in the study were correlated and significant except normative beliefs, assessment of the likelihood of a data breach, and assessment of the impact of a data breach were correlated with intention to comply but not statistically significant. The study discussed implications and practical strategies to address intention to comply for credit card security for businesses and consumers that conduct commerce via credit and debit cards.
