This dissertation seeks to make a valuable contribution to the fields of public policy and American politics by introducing novel theoretical and empirical insights via the study of the politics of climate change. Climate change represents a daunting challenge for societies across the world, but in no other major country are political parties more polarized on this issue than in the United States. This dissertation takes a dynamic approach to study the interplay between public attitudes on climate change and positions the parties adopt. This dissertation's primary goal is to provide a more theoretically motivated and comprehensive look at the endogenous relationship between public opinion and party agendas.Recent work in political science and other social sciences researching climate change has primarily used either cross-sectional data to study climate sorting or experiments on top-down forms of opinion change according to which elite cues impact opinions and then inferring the causes of sorting. Yet not enough work looks at the role of bottom-up processes such as how a party's climate change policies impact voter support for the party and its candidates, let alone empirically compare the contributions of both processes to overall rates of sorting. This dissertation addresses these limitations in prior literature by utilizing a wealth of cross-sectional and panel survey data to understand climate change and environment opinion over time, as well a novel survey experiment to understand whether and how voters hold parties accountable for not supporting climate change action.The contributions described above result in a richer and more complete scientific foundation for studying essential policy considerations in the modern world. This dissertation offers the first direct examination of the interplay between public attitudes and political parties and contributes to a clearer yet more dynamic understanding of climate politics.
