In 2020, the SolarWinds Orion software supply chain compromise became known for its high-impact cyber intrusion, catching many organizations and software supply chain cybersecurity professionals off guard. Events like the SolarWinds Orion incident marked the opportunity for Information Management Governance, Risk, and Compliance, and Risk Management professionals to respond to the threats targeting critical U.S. supply chains. Since the SolarWinds incident, legislation and new laws have emerged. The problem addressed in this study is the need to avert cyber-attacks against the U.S. Software Supply Chain. This problem impacts. Cyber industry professionals across the U.S. and the business community of everyone connected to the software supply chain. The purpose of the study was to gain consensus from industry experts on the utility of existing risk management frameworks in averting cyberattacks against U.S. software supply chains. Davis's 1989 Technology Acceptance Model served as the guiding theoretical framework for the study. The Delphi technique originally developed by the RAND Corporation in the 1960s was adapted to a five-step process that facilitated the development and presentation of open-ended, qualitative questions that explored participant perceptions about the NIST Cybersecurity Framework (NIST CSF). The study's original five participants met the study's Eligibility Criteria and consented to participate in Round 1. Three participants returned to participate in Round 2. During Round 2 qualitative analysis, participant responses to Round 2, Question 2 aligned to say that more guidance was needed from NIST to help organizations successfully implement the NIST CSF.
