This thesis analyses the policy bargaining, policy implementation and policy impact of Malawi's three Structural Adjustment Loans from the World Bank which were disbursed over the 1981-86 period. It also contains an overview of the second phase of Malawi's adjustment which took place over the period 1988-92. Particular emphasis is placed on the political economy context within which the adjustment programme was implemented and on the World Bank's understanding of this context. Attention is given to the deep-seated structural problems which inhibited the economy's response to the reform programme. Chapter 1 provides a description of the objectives, methodology and structure of the thesis and a summary of the author's contribution to the topic of structural adjustment. Chapter 2 describes Malawi's economic and political development from 1964 to the start of the adjustment programme in 1981 and assesses the extent to which this development was market-orientated as opposed to state-led. A discussion of the quality of macroeconomic data and the Bank's interpretation of this data is also contained in this Chapter. Chapter 3 presents the Bank's diagnosis of adjustment problems and policy prescriptions. It is argued that the Bank's limited understanding of Malawi's political economy with the consequent failure to identify fundamental structural weaknesses in the economy contributed to inadequate reform prescriptions. Chapter-4' analyses the reform programme and-its-impact in the agricultural sector with particular attention given to the smallholder sub-sector. The hypotheses generated in Chapter 4 are tested in Chapter 5 using a multi-market agricultural pricing model. The conclusion reached is that the failure to address fundamental non-price supply constraints in the sector inhibited aggregate supply from responding to price incentives. This resulted in increased output of marketed export crops displacing maize an outcome which conflicted with the Bank's objectives in its role as project aid donor in the Malawian economy. Poor sequencing of price and market liberalisation exacerbated these problems. Chapter 6 reviews adjustment reforms in the corporate and parastatal sectors, trade and industrial sectors, and the public sector. It is argued that the Bank's limited understanding of the Malawian political economy led it to adopt an inappropriate strategy influenced by the "rent-seeking" paradigm when bargaining with the Malawi Government over consumer price decontrol in the industrial sector. The pricist approach in this sector, as well as the preservation of large parastatals, also meant that the oligopolistic structure of Malawi's corporate and parastatal sector was not structurally adjusted. The analysis of public sector finance reforms highlights the negative impact on the public sector investment programme and the modification of the Bank's reform package in response to this problem. Chapter 7 assesses the extent to which Malawi complied with the Bank's policy reform conditions and isolates the economic, political and external determinants of this compliance. Malawi's overall compliance relative to that of other countries is also examined. Chapter 8 evaluates the macroeconomic impact of the adjustment programme. Various evaluation methodologies are reviewed and applied to the Malawian data and the results compared with those obtained from other adjusting countries. Malawi's adjustment programme was found to have been positively correlated with GDP growth and balance of payments current account performance and negatively correlated with investment and export growth. Dividing macroeconomic performance into sub-periods it was found that the recovery of 1982-84 was largely due to non-programme influences whilst the decline of 1985-86 was the combined result of exogenous factors and the negative effects of some of the programme reforms. Several of the general themes developed throughout the thesis are used to explain the somewhat disappointing macroeconomic impact of the adjustment programme. Chapter 9 examines the second phase of Malawi's adjustment programme. It is shown that the Bank and Government applied lessons learnt from the first phase and as a result implemented a more successful structuralist adjustment programme which tackled many of the country's more deep-seated structural constraints. Chapter 10 outlines the policy prescriptions generated by the research and makes suggestions for future research work.
