520 $a This dissertation comprises three chapters which study the relationship between fiscal policy outcomes and financial market characteristics.
520 $a The first chapter develops a real general equilibrium model with a fixed capital stock and incomplete financial markets. The model features investors who value government bonds for their pecuniary return as well as the services they provide in facilitating the reallocation of inefficiently held capital. The major finding is that reducing long-run government debt in the U.S. will decrease quarterly consumption by 0.65--0.89%. Average welfare declines 1.09--1.49% on a consumption equivalent basis as well.
520 $a The second chapter uses a dynamic version of the same model to study how fiscal policy outcomes depend on time-varying capital market risk. The first major finding is that the present value of taxes necessary to support outstanding debt is only about a quarter of outstanding debt. Time-varying capital risk calibrated to the VIX suggesting suggests this number fluctuates over four percent between low and high risk periods. In addition, the response of output to tax shocks is conditional on capital market risk.
520 $a The third chapter develops a nominal DSGE model in which investors require outside financing in order to invest in capital. Present value government spending multipliers are studied. The key finding is that multipliers increase with the share of the population subject to the external financing requirement and the share of investment that must be externally financed.
