The United States Cyber Policy must be updated to reflect the emergent realities of an increasingly dynamic virtual landscape. Online groups such as 4chan provide a window into the fringes of the cyber realm; 4chan inhabits the blur between the obscene and the sublime. They have conducted hundreds of online campaigns, often of remarkable complexity and scope. The aim of this text is to analyze a series of their campaigns via five specific case studies. Utilizing the results, a series of policy recommendations were created with an eye toward keeping the homeland safe from the threat of cyberterrorism. These policy recommendations emphasize the need to engage the everyday US citizen more fully to fight cyberterrorism. The case studies clearly show a vast pool of highly talented laymen with the will to aid in the fight against cyberterrorism. The US must learn to effectively tap into this vast resource.
