Maintaining continuous, reliable, and resilient Mission-Critical Communications (MCC) under various Public Safety (PS) deployment scenarios is of utmost importance for First Responders (FRs). However, various challenges stand in the way of achieving such goals.Hence, in this dissertation, we first thoroughly investigate the performances of two prominent technological solutions proposed within the 4G LTE (4th.-Generation Long-Term Evolution) and 5G NR (5th.-Generation New Radio) frameworks; namely the LTE eMBMS (evolved Multimedia Broadcast Multicast Service) technology with MBSFN (Multicast Broadcast Single Frequency Networks) deployment system and the LTE ProSe (Proximity Services) D2D (Device-to-Device) Communications when operating in Out-of-Coverage (OOC) scenarios. Both technologies are envisioned as key components for the near future integrated Public Safety Networks (PSNs). It has been shown that eMBMS with MBSFN can significantly enhance the system performance of various aspects, but more fine-tuned scheduling algorithms are needed in order to fully utilize its potential for PS purposes. Meanwhile, although D2D in OOC scenarios has the potential to become one of the most vital pieces for filling in the last-mile gap in MCC, it has not been fully studied on the network level since its standardization. Therefore, based on key observations, we develop several novel algorithmic solutions that can help further enhance the MCC performance of the said technologies. Lastly, we paint a picture of how these resolutions can be effectively integrated into the envisioned integrated PSN and potentially act as a piece of smart city infrastructure in the Next-Gen. world. This dissertation research not only focuses on developing novel schemes that are effective and efficient, but also kept in mind the standard-compliance and usability aspects of the protocols, such that all proposed solutions can be directly adopted by future deployment systems.
