This dissertation introduces a Foundation Building stage on the negotiation continuum, as the key to settling crises that arise within the context of protracted conflict. The Foundation Building stage occurs prior to both formal negotiations and informal prenegotiations, and advocates the building of direct communications between conflicting actors and specific third party characteristics and strategies as critical in de-escalating crises that arise within protracted conflicts, particularly those characterized by ethnicity, nationalism and religious animosity. The dissertation recommends that interested third parties intervene very early in building crises if these crises are to be successfully settled and offers guidelines for third parties to evaluate the timing of their intervention.
