The purpose of this thesis is to describe the characteristics of the informal venture capital market. Information asymmetries make the informal market inefficient. Analysis of investors' reasons for rejecting projects indicates that the market is somewhat efficient once information asymmetries are overcome. The effectiveness of informal networks as communication channels provides evidence that markets are not dysfunctional. The investigation is performed at both national and regional levels, with conforming findings. Very high rejection rates among investors suggest that a perceived equity gap may be due to a lack of quality investment opportunities. Investors' motivations, expectations, and risk reduction strategies reveal that informal venture capital is intelligent, patient capital. Wealth differences between investors and non-investors help explain why new entrants are unlikely to be motivated by tax incentives. As an inducement to increase their investing activity, investors' recommendations to tax incentives tend to focus on capital gains related issues.
