The desire by new nations to industrialize rapidly has led to the creation of financial institutions that will bridge the often encountered gap between savers and investors in the real economy. Development banks or corporations have usually fulfilled this role in a number of developing economies by supplying long-term capital to prospective entrepreneurs. This study will show, in light of Nacional Financiera's historical evolution, that aside from this traditional function they have also assumed promotional or innovative activities such as enterprise creation and equity participation--operations which in a very real sense characterize them as entrepreneurs of last resort. In addition, the fact that development banks or corporations are so prevalent among LDCs should suggest that a detailed investigation of their nature and function at a given point in time and over time will provide valuable insights into the process of late-late industrialization. Finally, in the case of NAFIN, a detailed study of its historical evolution will provide a better understanding of the relationship between the public and private sectors in the context of a developing economy.
