About the author: Dr. Raphael Robiatti works at a development institute of the Free State of Thuringia, Germany. Before earning his PhD at the University of Erfurt, he received a Master in Public Policy at the Willy Brandt School of Public Policy. His research areas are public management, finance for development and development banking.
