The purpose of this qualitative exploratory study was to explore strategies project managers need to facilitate rational decision-making in the front-end of emergent telecommunications projects. The study explored multiple strategies, as contingency theory sets forth that the best solution is the one that works in the given project environment; thus, seeking a one-size-fits-all strategy is not appropriate. The study used semi-structured interviews to collect data from 10 participants with at least 3 years of project management experience and at least 3 years of experience facilitating project selection in a telecommunications organization in the United States. Data analysis included using a four-phase approach to qualitative coding. Four major themes emerged from the collected data, including (a) stakeholder collaboration, (b) robust front-end analysis, (c) alignment to organizational strategy, and (d) lean or agile methodologies. The data revealed that a sense of rationality can be constructed in emergent environments if organizations change the way they operate in the front-end – project details may be blurry, but collaboration, analysis, strategic alignment, and agile methods place decision-makers in a better position to rationally select proposed projects.
