我國國營事業包含了台灣中油、台電、台糖及台水等，因歷史原因擁有龐大土地資源，其中個案公司土地，截至2021年止擁有土地面積49萬餘公頃，為配合近年來政府公共政策需求，加強土地活化利用，盡可能使土地不致閒置荒蕪，土地活化包含出售、出租或設定地上權等，其中出售涉及的法規及流程繁複，一旦作業流程出錯，將造成公司損失且無法重來，因此個案公司承辦人員辦理土地出售業務之作業品質，更顯重要。本研究採用失效模式與效應分析（Failure Mode and Effect Analysis, FMEA）來探討個案公司辦理土地出售品質不良的因素，並研擬其相應之改善方針。本研究以風險優先數值（Risk Priority Number, RPN），評估各失效模式的重要性。經本研究調查後，個案公司辦理土地出售作業流程中，重要性排列前五名為：1. 個案公司欲出售土地的標單內容填寫錯誤（RPN: 240.9）；2. 個案公司出售之土地無法進行產權移轉（RPN: 140）；3. 個案公司認為欲出售土地的土地價格被低估（RPN:135.8）；4. 申購人認為個案公司對欲出售土地的估價過高（RPN:135.8）；5. 個案公司承辦人與其上級對於土地出售條件評估的定義，有不同的解讀方式（RPN: 128.5）。個案公司可依照本研究針對此五項失效模式所擬定之預防或解決方式，優先處理此五項失效模式，再依序解決剩餘的失效模式，以確保土地出售品質，避免造成個案公司權益損害。.

520 3 $a Our state-owned enterprises in Taiwan include CPC Corporation, Taiwan Power Company (Taipower), Taiwan Sugar Corporation (Taisugar), and Taiwan Water Corporation (Taiwater). Due to historical reasons, these companies possess vast land resources. As of 2021, the case company alone owns a land area of 49 thousand hectares. To align with recent government public policy demands and enhance land utilization, efforts are made to prevent land from lying idle and unproductive. Land revitalization strategies encompass options such as selling, leasing, or granting land rights. Among these, land sales involve complex regulations and procedures. Any errors in the process can lead to significant losses for the case company with no chance for rectification. Therefore, ensuring the quality of land sales operations by personnel becomes crucial. This study employs Failure Mode and Effect Analysis (FMEA) to examine factors contributing to poor quality in land sales by the case company and devise corresponding improvement strategies. The study evaluates the importance of each failure mode using Risk Priority Number (RPN). Following the investigation, the top five failure modes in the land sales process of the case company are ranked as follows: 1. Incorrect completion of bidding documents by the case company for land sales (RPN: 240.9); 2. Inability to transfer property rights for the land sold by the case company (RPN: 140); 3.The case company perceiving undervaluation of the land intended for sale (RPN: 135.8); 4. Buyers considering the case company's valuation of the land for sale as excessive (RPN: 135.8); 5. Discrepancies in interpretation between the case company's regional officers and their superiors regarding the evaluation criteria for land sales conditions (RPN: 128.5). The case company can prioritize addressing these five failure modes based on the preventive or corrective measures proposed in this study. Subsequently, addressing the remaining failure modes in sequence ensures the quality of land sales, preventing any harm to the case company's interests..
