The U.S.-Vietnamese security relationship has grown dramatically since normalization of diplomatic ties in 1995 despite the lack of a security treaty and a shared history of a violent war. Although a variety of factors might explain this expansion in security cooperation, including efforts to balance Chinese influence in the region, agreements resolving war legacy issues, and pro-American Vietnamese leadership, Vietnam has created a hospitable environment by highlighting narratives with agency to describe their national identity instead of using victim-based options. This effectively manages the operational factor of space and permits neither party to enter into a state of vulnerability when compromising on issues that would otherwise delay or block the development of a security relationship.
