As a study of post-Mao China's institutionalization of the open door to foreign investments from 1978 to 1984, we focus on and analyze developments on the ideological, political, and policy levels. On the ideological level, the pattern has been for Chinese theoretical workers to develop new points of view and innovative theses by using an approach which incorporates empirical developments and practical results within its ideological frameworks. Two sets of ideological justifications for Western investments are analyzed: one set deals with the theoretical precedents set by Lenin and Stalin in the 1920s and its applicability to Chinese conditions, and the second set concerns Chinese perspectives of the post-/World War developments of Third World industrialization involving Western capital exports and the role of the multinational corporations. On the political level, we find that the direct role of Deng Xiaoping and his chief lieutenants, Hu Yaobang and Zhao Ziyang, in promoting and defending the open door has helped to institutionalize the policy as a strategic part of China's modernization strategy. Although there has been pressure put on the open door, the basic pattern has been for a gradual widening of the open door. The resiliency of the open door is reflected in the acceleration of foreign investments in China and in the higher levels of foreign trade attained. On the policy level, the form of China's open door has taken on an unique pattern as it incorporates features of a simultaneous strategy of the promotion of primary products, of export substitution, and of import substitution. Because of its later and differing starting points, China is in a position to learn from the successful experiences of other countries. Finally, because of these patterns emerging in the ideological, political, and policy spheres, we argue that the prospects for the long-term durability of the open door remain positive. This in turn will enhance China's prospects for modernization.
