This study describes the behavior of 160 randomly selected students in 32 junior high school physical education classes in Taipei, Taiwan. The focus of the study is to learn how pupils spend their class time, with special regard to their motor engagement time. The concept of using pupil engagement time as a potent explanatory variable for the quality of teaching or students' achievement is a well-tested notion in the literature. Such measurements of time, however, have not been made in any educational setting in Taiwan. This study provides the first descriptive information of what occurs day-to-day in physical education classes in the Republic of China. A descriptive instrument, the adapted BESTPED system, was used to measure the time variable. It consists of eleven behavioral categories including the three MET categories-- Practice, Game-playing, and Exercise. Quantitative information was collected by recording and coding methods by means of videotaping and a five-second interval coding technique. Supplementary information providing additional qualitative data was collected from teachers through a questionnaire. A total of 28,800 intervals, or 144,000 seconds of data were collected, these data indicate that the students in the sample were not very active. They were engaged less than one-third of the total observed time in motor activities (Gross MET = 30.2%; Net MET = 27.2%). Students spent more than one-half (57.5%) of their time inactive, either waiting (22.6%), or listening to teachers (34.9%). They also spent a considerably large portion of class time (10.5%) in managerial activities. Pupil MET in the sample are quite different from class to class for the different subject matters. They also are spread out across student gender, grade level, teacher gender, class size, facility used, and class segment. In contrast to these differences, however, is the striking similarity between the overall percentage of pupil MET obtained in this sample, and those obtained in studies conducted outside Taiwan. No attempt is made to establish relationship between the occurrences of pupil MET and possible variables. Rather, suggestions for the development of content-specific MET norms for specific settings are recommended, and a revised BESTPED system is suggested for use in observing Chinese students.
