Anchored in a general framework of cultural change and adaptation, the present research examined how allocation preferences are influenced by national cultural tradition of individualism and collectivism, current goal priorities held by members of business organizations, and the resource types to be allocated. Allocation preferences were conceptualized as ranging from equalitarian to differential. It was proposed that differential allocation rules will be preferred if goal priorities are economic and resources to be allocated are material; equalitarian allocation rules will be preferred if goal priorities are humanistic and resources are socioemotional. Collectivism was hypothesized to be positively correlated with collective goal priority and to endorse allocation preferences perceived to be facilitating the achievement of the collective goals. The proposed hypotheses were tested by surveying business employees across job levels from two companies in Buffalo, the USA, and four institutions in Dalian, China. Some 200 Americans and 300 Chinese participated in an in-basket survey, in which they role-played the company president and rated the importance of seven allocation rules for each of seven resources. When this was completed they filled out questionnaires that measured their individualism-collectivism and their goal orientation. Results of statistical analyses showed quite consistent support for the proposed effect of resources on allocation preferences. Also, the American respondents were found to be more humanistic in goal orientation than their Chinese counterparts, and expressed allocation preferences more according to the nature of resource types. In contrast, the Chinese respondents preferred differential rules for allocating not only material but also socio-emotional resources. Findings concerning collectivism revealed different effect for different aspects of collectivism. In general, the horizontal aspect led to a more humanistic goal orientation and preference for more equalitarian rules whereas the vertical aspect led to a more materialistic goal orientation and preference for more differential rules.
