This dissertation argues that historical and cultural changes have affected political developments, the institutionalization of spatial planning mechanisms and the consequent development trajectory of Hong Kong in the evolving regional context. Two case studies on the planning and development of Hong Kong's container port and airport will be used to illustrate this argument. Theoretically, planning is concerned with who decide(s) what, where, when and how and, therefore, is bound to he political and extremely complicated in nature. To ensure equity in the planning process and a thorough understanding of complex planning problems, "democratic politics" are essential. Otherwise, plans will just represent the interests of the ruling elites. Hong Kong is a British Colony which will revert to the socialist People's Republic of China (PRC) in 1997. Hong Kong has a bureaucratic and corporatist polity where power has, until recently, been monopolized by the colonial Government (also the biggest landlord) and land-related economic interests. Their power had been reinforced before the Transition Period (1980s) by the politically-apathetic civil society, the mass media, and the low-key existence of the Chinese authorities. The resulted planning system was a closed one. Plans produced are Hong Kong-centered for maximizing the Government's land revenue and the private sector's profit. However, since the Transition Period, a fledgling political community has emerged to fight for more political participation and decision-making power. The PRC has also assumed a high profile in Hong Kong since the signing of the Joint Declaration in 1984. Both have challenged the power pact between the Administration and land-related economic interests. As shown in these case studies, the PRC has secured through established diplomatic and political channels a place in making planning decisions. The fledgling political community, however, has failed to open up the closed planning system which has systematically denied their rightful participation. The case studies also show that the Hong Kong-centered land-use planning strategy has hindered the development of a regional perspective which is imperative in the rapidly changing regional context. Unless the closed and Hong Kong-centered planning system is transformed, the "collective wisdom" of people cannot be utilized to solve complex planning problems generated by the economic and political transitions. To change the planning institutions, a democratic political structure is essential. The bureaucratic and corporatist polity has to be transformed. A democratic political culture has to be further cultivated.
