In developed economies, the advanced educational and training systems put in place by the government allows for a relative advantage in the development and provision of a reasonably skilled human capital to the market. On the contrary, in LDC economies, where the government either does not have the capacity or can't be counted on to provide the important means necessary to provide for the education and training of the national workforce, the importance of private organizations and their contribution to a thriving human capital market can't be overstated.Horace Mann, the renowned educator, famously posited that education is a great equalizer of the conditions of men. But has education really be an equalizer? What comes after it? What else can society rely on to ensure equitable distribution of knowledge-based resources? What can serve as a fail-safe beyond the realm of formal education? This study attempted to answer these questions.The main objective of this research is to look for technological and policy solutions for organizations in LDCs to enable them to become learning organizations, taking the travel and tourism industry in the Federal Democratic Republic of Ethiopia as a case study. To arrive at this, the study used a mixed methods approach with organized surveys and focus group discussions.From the research data, some conclusions were made, and themes developed. The conclusions that came out of this study were that: In the travel and tourism industry in Ethiopia, organizational employees mostly have the skills and competencies they need to do their jobs as new employees; organizational learning has a positive impact on the acquisition of skills and competencies, and ultimately performance, of employees working in the travel and tourism industry in Ethiopia; organizational learning practitioners' skills and competencies have a positive effect on the organizational learning culture of organizations in the travel and tourism industry in Ethiopia; the presence of a good organizational learning culture enables and promotes effective organizational learning in organizations in the travel and tourism industry in Ethiopia; and there are several technological interventions and policy overhauls that can be deployed to improve the organizational learning culture of organizations in the travel and tourism industry in Ethiopia.On the technological front, the two themes that stood out were the need for provision of enhanced digital learning capabilities and improving the capacity to curate and use self-generated knowledge. On the policy front, the themes that stood out were instituting mandatory immersion plans and commitment to a predetermined training budget, development of supportive national polices for the travel and tourism industry, enabling capacity building for organizational learning practitioners, and elevating the focus on service culture and organizational learning. Based on these conclusions, themes and research implications, several recommendations were made for practice and further research.
