In the early 1960's New York City Zoning developed a law where buildings were granted permission to add square footage in exchange for providing Privately Owned Public Spaces, today known as "POPS". At the time, the hope was that this ordinance would support the desire that people living in the boroughs would have access to a public space within 10 mins of walking vicinity. However, many developers took advantage of this opportunity and transformed these spaces which were inaccessible and unwelcoming to the general public and hence misused the law. Currently, a very small percentage of these spaces truly perform as public spaces, and in fact many buildings have deployed strategies such as hostile architecture to discourage people from using the space, as described in the Nov. 8, 2019 NY times article " 'Hostile Architecture': How Public Spaces Keep the Public Out".The project presented here takes a critical stance towards the misuse and under use of these spaces and attempts to revitalize them through design. In researching the life of "good public space" one can identify that often the vitality of these environments hinges on the activities that they are able to support. Therefore the thesis leverages that through the creation of a series of deployable modular units that house micro-events one can reintroduce the "public" into POPS. In order to make this a feasible argument the modular environment will be inexpensive, easily installed and stored and will be plugged into a structural system created with scaffolding; an architectural language that is readily available and recognizable throughout the city.
