This study discusses the role of public funds in contributing to the growth of promising startups by analyzing the impact of long-term, low-interest business expansion loans on start-ups' sales growth and return on equity (ROE). The study, which analyzed 20,836 cases supported by a Korean public fund (KOSME), yielded two main findings. Firstly, it found no significant evidence that expansion loans positively affect the financial outcomes of start-ups, with previous studies and some regression models in this study likely showing a false positive effect. Secondly, the study identified compelling evidence of KOSME's conservative loan review practice, which may favor companies with large initial equity and cause the potential false positive effect. Therefore, the study highlights the importance of considering loan screening modalities when discussing the impact of public funds on start-ups.
