Micro and small enterprises (MSEs) in Kenya account for approximately 30% of the country's gross domestic product and employ 60% of the total labor force. The purpose of this qualitative study was to examine the key factors that affect small businesses' growth and success, given their critical role in job creation. Strategy, institutionalization, and opportunity are among the entrepreneurial ecosystems examined using Walonick's system theory of how organizations function in a diverse environment. The 12 participants interviewed for the study were purposefully selected from small Information Communication Technology businesses in Nairobi. Data collected were triangulated with filed notes and secondary data from articles and analysis of public policy documents. Findings revealed that for businesses to thrive, they should have solid financial support and access to capital, an enabling environment of innovation, well-skilled talent who can innovate, leader-to-leader mentoring, formal networking opportunities, and favorable policies. Analysis of the results revealed that the Government of Kenya should do more to implement MSE policies already in place, review the Taxation Act to provide a safety net for small businesses, develop and implement a higher education policy that will boost entrepreneurial skills and inform the business community about business licensing. Positive social change is possible if the Government of Kenya develops or creates favorable public policy to support SME development throughout the nation.
