In a densifying and urbanizing world, historical urban developers have not prioritized natural land conditions. Replacing natural landscapes with impervious surfaces was common practice throughout the nineteenth century, as was hardened infrastructure, including "culverts," a network of underground pipes actively conveying New York City's historic waterways. In combination, these conditions exacerbate stormwater flooding; rerouting water into underground culverts confines drainage capacity, concentrates flow, and increases water velocity-causing erosion and hydrogeographic changes. New York City's combined stormwater infrastructure system additionally increases the probability of inland flooding, especially for low-lying areas, basement apartments, and communities on reclaimed land. Nature-Based Solutions, including "Blue-Green Infrastructure" (BGI), that increase permeable surfaces and stormwater control, have become a crucial part of managing stormwater runoff at the source rather than expanding the conveyance capacity of the sewer system (which is very costly). Daylighting, a type of BGI, returns riverine systems to a more natural condition by removing culverts and recreating natural features and vegetation that can offer myriad ecological and community co-benefits. This thesis aims to address future flooding near the Fresh Creek Nature Reserve in Brooklyn due to poor drainage and overwhelmed stormwater infrastructure systems by investigating daylighting as a solution that maximizes co-benefits. The daylighting of Tibbetts Brook in the Bronx is investigated as the most comparable precedent for Fresh Creek. Using a modified version of the Co-MISDAL (Conceptual Model of Integrated Stream Daylighting) framework created by Delibas and Tezer (2017), this paper determines the feasibility of daylighting in a dense, urban neighborhood to provide recommendations for implementing daylighting in New York City.
