The lack of an administrative policies and procedures manual can lead to operational confusion and ambiguity related to scopes of roles, responsibility, and authority within a network. It can also undermine institutional trust. Creating order out of chaos, however, is an outflow of being made in the image of God, and the use of systems, guidelines, and expectations provides an opportunity to be more creative and Spirit-led in organizational leadership. Within this context, this project developed a policies and procedures manual for the Iowa Ministry Network of the Assemblies of God to bring order to that which became disorganized.This project developed a collaborative process to create, review, update, and improve policies, procedures, and forms, culminating in the creation of a digital administrative manual. These documents were updated, reformatted, and reviewed by a Systems Team that evaluated them based on fifteen criteria. These documents were also assembled into a digital administrative policy and procedures manual and stored in an online repository for use by the governing board, network officials, directors, and other staff. The task was accomplished through a collaborative effort among various network leaders and staff, as well as input from other districts' officials. This endeavor resulted in a workable manual that has already produced buy-in and enthusiasm about creating a systems-based organization. The process also resulted in greater motivation towards compliance and the expectation of increased unity within the network.
