本文以淡水同知婁雲設置義渡為核心，分析婁雲設置義渡過程中，如何劃規義渡地點以及經費運作。釐清婁雲設置義渡背後的行政想法，以及義渡在婁雲離任後，得以持續運作的關鍵。在地方落實的過程中，如何將各渡口被串連一起，以及官員在參與此制度的形成過程如何進行的地方整頓，並透過淡水廳各地民眾的參與，將渡口與地方的關係重新釐清。除了可以了解清代官府參與地方交通建設以外，也可以用來觀察官府如何透過義渡設立的過程，和地方士紳建立合作關係。義渡的出現不僅是慈善、救濟的考量，在婁雲的身份及規劃之下展現出地方整頓的面向，但制度落實的過程中，有著與地方社會妥協的一面，在彼此之間利益交換的基礎上合作，以維持著義渡最基本的運作。

520 $a This article takes Tamsui Tongzhi Lou Yun's setting up of the free ferry as the core, and analyzes how Lou Yun planned the location of the free ferry and the operation of funds during the process of setting up the free ferry.
