This case study of the Hong Kong Jockey Club examines how an organisation can become an institutional base for the ruling elite and function as a quasi-political party in a colonial society. There were no political parties in Hong Kong due to British colonial ruling and the objection of mainland China. However, this situation, together with the political apathy of the local community, has been taken for granted in existing studies explaining the political stability in colonial Hong Kong. The government-business relations, the administrative state theories and the approach of the minimally integrated politics do not mention the function of political parties in colonial Hong Kong. This thesis shows that the function of political parties needs to be fulfilled to govern a society. It investigates how the Hong Kong Jockey Club has taken up some of these roles to serve the ruling government as well as the local community. In the course of the analysis, it is suggested that the neutrality of an elite organisation and the right balance of inclusiveness and exclusiveness can gain respect from all layers of society. This provides an organisation with the opportunity to achieve political, economic and social power. Specifically, this study offers a more in-depth understanding of how the Jockey Club could obtain these powers via its entangled elite network, combined with its gambling activities and charitable projects in Hong Kong. It also provides insight into how its position has started to beat risk since the handover process of Hong Kong, when political parties emerged, and the ruling power of the Chinese government became more apparent in Hong Kong society. This case study gives a comprehensive understanding of the importance of the function of political parties to govern society and the influential factors impacting its success rate.
