Economically disadvantaged (ECD) students in the United States have consistently lower achievement levels than their non-disadvantaged counterparts. While increased funding for schools with large percentages of ECD students is currently part of federal and state policy, the reduction of child poverty through access to basic cash assistance has the potential to improve educational outcomes for these students. To test this hypothesis, I conduct a mediation OLS regression analysis on the relationship between access to state and federal cash assistance to the grade attainment level of students from 3rd to 8th grade in New York State from 2009 to 2014, inclusive. The data used here is the Stanford Education Data Archive's grade cohort scale, the Small Area Income and Poverty Estimate from the U.S. Census Bureau, and the Public Assistance Caseload from the New York State Database, data.NY.gov. I expected that access to cash assistance has a positive impact on the grade level attainment of ECD students by reducing the impact of child poverty on their academic achievement. The results of the analysis show that access to child welfare is statistically significantly associated with decreases in median household income and decreases in the grade level attainment of ECD students. Subgroup analysis showed that these relationships present differently in racialized subgroups. Results seems to indicate that in communities with higher Black populations, access to public assistance reduces the negative relationship between poverty and economically disadvantaged student outcomes more so than in areas with higher White populations.
