The financing of small business is a problem of great importance to the individual directly involved in the operation of a small business and to our American economy as a whole. Many small manufacturing businesses are started by engineers and scientists who have a good basic education, and special knowledge in a particular field. However, too often these people are shop oriented, with excellent ideas about products, production and even customer relations, but are very weak in the handling of financial matters and sound business principles.This paper will concern itself mainly with the above problem, but at times it will refer to the socioeconomic interplay of small business and the American way of life. It will be seen that the American public has a deep concern for small business. It wants the buds of our economy to have a fair chance at survival; which means adequate accessibility to credit and equity capital.In handling the subject matter, the scope of work was narrowed to a small manufacturing business. The paper will have five major sections to it. It will begin with a general discussion of small business, its importance and problems. Then the history of the Federal Government's role in financing small business will be reviewed. The next two sections will deal with sources of finance; both loan and equity. Finally, the trends in financing small business will be dealt with by trying to answer questions like: What mechanism will society provide for financing small business? Will it be accomplished by private enterprise on a profitable basis, or on a subsidized basis? Who will provide venture capital?The sources of capital for small business are many, but often iv difficult for the small businessman to approach successfully. Chapters III and IV discuss the sources of loan and equity capital, including methods of obtaining funds and the advantages of each form of capital. It is found that the new entrepreneur must, in the great majority of cases, rely on his own money or that of his 'friends and relatives. Once the business is launched, bank loans are the most frequent source of capital, but the other sources also become important.Both government and commercial institutions have increased their interest in the problem of supplying small business with adequate capital. The Small Business Administration has increased its depth and area of activity in educating small businessmen and helping them obtain capital. This increased government activity has acted as a stimulus to private industry to develop commercial sources of finance for small businesses. The difference in loan rates for big business and small business has narrowed. Collateral requirements have become less stringent, but more realistic. Selling stock to the public, however, remains difficult for small firms, but specialists in the field of supplying equity capital have come into existence and can be utilized successfully by small business.
