This paper aims to analyze the effectiveness of legal literacy for labor migrants in combatting human trafficking. As awareness of human trafficking rises, governments, NGOs, and international organizations are seeking new ways to address and prevent the problem within all stages of trafficking: origin, destination, and transit. The basis of many of these solutions revolve around legal changes or reform; yet, even with legal reform, the problem of modern slavery continues. This calls to question if there are still flaws in the law that call for further reform, if the law is sufficient in itself yet fails to apply to all the populations that it is designed to protect, such as migrants or stateless persons, or if a lack of understanding and accessibility concerning the law is responsible for its lack of effectiveness. This paper will analyze and compare the relationship between law, victims, and perpetrators through a variety of case studies of migrants who both immigrate to and emigrate from Thailand. These case studies will also examine the extent to which migrants, who are often amongst the most vulnerable populations in cases of human trafficking, are protected by the law or have access to legal systems that protect them. Using this analysis, I will seek to explain that while legal literacy has the potential to effectively combat human trafficking, the complex realities of underprivileged communities, coercion, and state politics cause the approach to remain mostly incomplete.
