The incorporation of distributed energy resources (DER), automation, remote control, and data acquisition technologies into the modern electric power grid offers an extensive operational advantage for operation and management. Since the electric power grid increasingly relies on intelligent electronic devices (IEDs) and remote communication to automate the power system's operation and management, concerns related to cyber attacks have increased tremendously. The types and natures of cyber attacks on the electric power grid have become sophisticated with the advancement of technologies and computation power. Though the information and communication technology (ICT)-based tools (firewalls, two-factor authentication, advanced network switches, signature-based intrusion detection, etc.) may offer the initial layer of security for protecting power distribution systems from cyber threats, ingenious and experienced adversaries may bypass the available network security devices and create hazardous conditions. Therefore, it is necessary to develop cyber attack detection and localization methods based on the physical characteristics of the power grid operation. This dissertation investigates potential strategies for detecting and localizing cyber attacks on power distribution systems by building cyber-physical models of the electric power distribution systems that characterize the system's physical operation. At first, a Cyber-Physical Power System Resilience (CPSR) testbed is built to implement, test, and verify the performance of power systems. Then, a cyber-physical real-time reference model (CRM) is developed based on the concept of digital twin (DT) to accurately replicate the complex behavior of power distribution components by utilizing the information about the power distribution system topology. The CRM is exploited for intrusion detection in the power distribution system by analyzing the consistency of the physical data from sensor readings and control commands in contrast with their digital counterpart obtained from the real-time reference model. Later, the research work is extended to develop an attack localization strategy by utilizing the CRM. The performance of the proposed attack localization method is compared with a learning-based strategy that uses the measured data of the physical power system. Finally, the research scope is extended to study mitigation strategies that reduce the impact of attacks on the power distribution systems by taking advantage of the developed attack detection and localization strategies.
