Coral reefs have been facing large scale degradation due to multiple massive bleaching events and other stressors. Because of this, many conservationists, citizens, and scientists are now engaged in coral restoration activities. Reef modification practices are increasing throughout the world, and stakeholders are implementing many new and untested technologies. Some of these techniques involve significant modification of coral reefs; yet, in many cases, community members are not aware of the projects until they are already underway. On Moorea, French Polynesia, there are many different stakeholder groups involved in various modes of seascape modification from coral out planting to research experiments. The key stakeholder groups include scientists, fishers, and environmental organizations. During two field seasons (2021 and 2022) in Moorea, I conducted 87 interviews with various stakeholders to detail current reef modification practices and to understand the various views about the practices. The interviews revealed three key concerns surrounding coral reef modification: the perceived destructiveness of the methods; the kinds of financial support funding modification projects; and the ambiguous legality of coral reef modification. With the growing threat of climate change, understanding how individuals may be involved in modification methods; what methods are considered acceptable; and why some interventions are more accepted than others is important to coral restoration.
