This paper focuses on the assessment of the effectiveness of dispute settlement mechanism in the case of the International Civil Aviation Authority (ICAO). The research is to examine the process of different dispute settlement mechanisms in different institutions and to what extent is their process effective in comparison to ICAO. By conducting a comprehensive assessment of the ICAO's Council application of the dispute settlement mechanism process stipulated in the Convention on International Civil Aviation Authority 1944 (Chicago Convention), this research aims to pinpoint the issues surrounding the current process and application of the dispute settlement mechanism by the Council, such assessment is meant to produce the conclusion of whether or not ICAO is fulfilling their mandate in regards to dispute settlement.
