Bu calisma emlak vergisi ve Turkiye uygulamasinin degerlendirilmesini analiz etmekte, emlak vergisinde yasanan sorunlara cozum uretmekte ve bu konuda oneriler sunmaktadir. Emlak vergisi sadece gayrimenkulu vergilendirmesi nedeniyle ozel servet vergisi niteligi tasiyan bir vergi turudur. Emlak vergisi Fransa, Ingiltere, ABD ve Almanya'da oldugu gibi Turkiye'de de yerel yonetimlerin en onemli gelir kaynagidir. Ancak her ulkede uygulanan farkli emlak vergisi oranlari, muafiyetler ve istisnalar nedeniyle emlak vergisi gelirleri degisiklik gostermektedir. Turkiye'de emlak vergisi degerlemesi ve hesaplanmasinda onemli sorunlar yasanmakta olup, yaygin olarak uygulanan muafiyet ve istisnalar ciddi adaletsizlige yol acmaktadir. Bu sorunlarin giderilmesi icin emlak vergisi degerlemesinin nitelikli uzman kisiler tarafindan ustlenilmesi, vergi oranlarinin standart hale getirilmesi, muafiyet ve istisnalarin en aza indirilerek adaletsizliklerin giderilmesi gerekmektedir. Emlak vergisi ile ilgili problemleri ayrintili olarak irdelemek ancak bu problemlere iliskin alan arastirmasi yaparak mumkun olacagindan; bu calismada emlak vergisinde yasanan sorunlara iliskin alan arastirmasi ve degerlendirilmesine yonelik bir analiz yapilmistir. Calisma sonuclarina gore yapilan anket ve analiz calismalari kapsaminda emlak vergisinde yasanan sorunlara iliskin alan arastirmasi ve degerlendirilmesi ortaya konmustur. Yapilan bu analizler emlak vergisinde yasanan uygulama sorunlari one cikarilmistir. Ayrica emlak vergisi mukelleflerinin emlak vergisi bilinci, vergi odeme istegi, vergide adalet ve deger yargilari irdelenmistir. Soz konusu calisma ile ulkemizde "emlak vergisinde yasanan sorunlara iliskin faktorler" anket yoluyla tespit edilmis, emlak vergisinde yasanan sorunlara iliskin faktorlerin derecelendirilmesi yapilarak anket sonuclarindan hareketle emlak vergisinde yasanan sorunlara yonelik cozumlere katki saglayacak oneriler ortaya konmustur.

520 $a This study analyzes the property tax and an assessment of Turkey practice, solutions to problems being experienced in property taxes and provide recommendations in this regard. Property tax only because of the taxation of real estate is a proprietary tax type. As property tax in Turkey France, United Kingdom, United States and Germany is the most important revenue sources of local authorities. However, property tax revenues vary thats why different property tax rates, exemptions and exceptions in each country. Turkey has experienced significant problems in the valuation and calculation of property tax, widely-applied exemptions and exceptions leads to serious injustice. To resolve these issues, it is necessary that property tax valuation should be undertaken by qualified experts, standardization of tax rates, exemptions and exceptions should be minimized and injustices should be eleminated. Since it is possible to investigate the problems related to the property tax in detail, by conducting field research on these problems; an analysis was carried out to investigate and evaluate the field related to property tax problems in this study. In the scope of the survey and analysis studies made according to the results of the study, field research and evaluation related to problems in property tax have been revealed. These analyzes emphasize practical problems experienced in property tax. In addition, property tax taxpayer property tax awareness, tax payment request, tax justice and value judgments have been examined. With this study, the factors related to the problems experienced in the property tax were determined through the questionnaire and the factors related to the problems experienced in the property tax were graded and suggestions were suggested to contribute to the solutions to the problems in the property tax by moving from the survey results.
