Using decisionmaking in the high technology sector of aerospace, this study questions the validity of both the pluralist and neo-Marxist claims about the dominant role of societal actors. Defined as collectivities of state officials endowed with society-wide decisionmaking authority, the state is not merely the arena or filter for the bargaining and negotiation of contending groups, as society-centered theories have claimed. In reality, the state is the crucial actor. Possessing bureaucratic resources, decisionmaking responsibility, and an extranational orientation, state officials formulate and pursue distinct policy preferences that most often become state policy. While issue and structural/historical/cultural (modal) factors intervene in the policy process, they are not the determining variables. They are contextual, not causal. Therefore, the state should be given analytical priority. Using a comparative/historical analysis of the aerospace industry in Great Britain and West Germany, this dissertation shows how state officials made the critical decisions in both civil and military aerospace projects. The issue of high technology policy, particularly in major aerospace project funding and direction, offered inherent constraints and opportunities for the state. Obviously, state preference, autonomy, and capacities are greater in the critical sector of aerospace than in some others. In both the U.K. and West Germany, a state-dominated response to the development of the aerospace industry was clear. The historical data on the Concorde, Airbus, and Tornado concluded that states followed independent, nation-specific strategies for industrial and technological viability. Those strategies were not the product of domestic firm pressure or international systemic constraints. They resulted simply from the collective judgment of autonomous state officials. Issue and modal differences created, however, a spectrum along which state officials either directly or indirectly "called the shots." At times state officials played the role of arbiter/promotor; at other times they played the role of balancer.
