This thesis revisits a debate that has been prevalent throughout much of the planning profession's history, to consider the proposition that the planning profession is currently experiencing "a crisis of legitimacy". The proposition is set against the background of a despondent and unstable profession facing a plethora of criticisms and challenges, as well as the concurrent debate over the status and power of professions generally. The research is presented around three concepts: rhetoric, reality, and response. The rhetoric of a "crisis of legitimacy" is established through consideration of the current state of the profession in light of theories of professionalism and the arguments of theorists who question planning's professional legitimacy. The reality of that rhetoric is explored through a series of in-depth interviews with senior London based practitioners, both internal and external to the profession, and a series of focus groups representing London's different planning communities. Responses to the perceived crisis are explored through an analysis of practitioners' proposals for reconstituting the profession along new lines. The thesis concludes by suggesting that the term "crisis of legitimacy" should be used with caution. This is due to three key factors: the ambiguity surrounding the discourse of professionalism; the lack of evidence to suggest that the current period is any different to previous periods of similar uncertainty; and because many issues facing the profession do mirror those facing other professions. This does not diminish the conclusions reached by this study that the planning profession is suffering problems of legitimacy. The profession must consider a number of paths in order to ensure its ongoing legitimacy and these are examined. Even if the term "crisis of legitimacy" is of restricted value as an analytical construct, it is seen as having political value for stimulating much needed action.
