What determines foreign labor policy? The foreign labor policy of every country contains two primary dimensions: immigration openness and immigrant rights. Immigration openness refers to how easily foreigners living overseas can gain admission to a country. Immigrant rights refers to the privileges granted to foreigners after their admission. In this three-paper dissertation, I will show that neither voters nor governments have consistent attitudes toward these two dimensions. There are individuals who favor expanding rights who simultaneously want to reduce openness. There are countries that reduce rights while expanding openness. I seek to uncover: 1) which individuals feel differently toward rights and openness; 2) the conditions under which countries will expand one of these dimensions while restricting the other; and 3) to what extent voter attitudes toward these dimensions can be moved. In democratic countries, attitude change presages policy change. My findings reveal: (1) voters prefer rights to openness and that this preference is strongest among the self-identified working-class, (2) that country-level foreign labor policy is shaped by the presence (or absence) of strong working-class movements, and (3) that voter attitudes toward rights and openness can move in separate directions.
