This dissertation examines the factors and processes behind the patterned variation and inconsistent governmental responses to urban informal settlements, focusing on Jakarta, Indonesia. The government's actions toward informal settlements range from violent evictions to permissive by ignoring eviction rules and accommodative via community-based distributive interventions. These parallel operations of coercion, neglect, and care logics suggest that the state's impulses in governing poverty are more heterogeneous than what is typically depicted in the literature. The dominant theories in political economy and postcolonial literature fail to explain intra-city differences since they view urban poor expulsion as an inevitable impact of global capitalism and colonial legacy. Comparative urban political studies have highlighted the uneven distribution of public goods among slums due to extensive patron-client relationships and weak state capacity, but they are insufficient to explain the reasons behind the government's decision to evict its constituents and persistent disparity in Jakarta despite the government's increased capability.What factors contribute to the various approaches to informality, and when and why do local authorities resort to repressive measures instead of non-intervention or accommodation of the urban poor's demand? The analysis involves comparisons both within and across regimes, including early post-independence, authoritarian, and democratic periods. The data is drawn from archives, field observations, interviews, newspaper coverage, and secondary sources.I argue that in the absence of a strong rule of law, the way informal urban areas are governed is greatly influenced by dynamic political circumstances rather than just capitalist forces. The research generates three key findings that underscore the significance of leaders' interests, community power, and ideational politics. First, the government's handling of informal settlements depends on how much the settlements' presence aligns with the interests of local leaders, which are shaped by national and/or local concerns. Second, the ability of informal communities to impact government decisions is based on factors such as community leadership, cohesion, political networks, and strategic capabilities. Third, the government employs ideational politics to justify its inconsistent actions, relying on ambiguous formal rules and a contradictory framing strategy.This dissertation contributes to the fields of urban sociology, urban politics, and inequality. By disaggregating the government's approaches toward informal settlements, this study challenges the convergence account that emphasizes consistency and rigidity in the state's punitive actions toward the urban poor. Instead, it reveals the state's use of multiple and contradictory strategies in governing poverty. The dissertation also addresses the limitations of the variation account in explaining the persistent discrepancy within a city by highlighting the role of both formal and informal leadership, as well as the factors that enable urban poor communities to evade or challenge exclusionary policies. Additionally, it contributes to Indonesian urban studies by employing multiple layers of comparison and creating a new dataset on urban informality governance during the authoritarian period.
