歐盟高度重視公共預算，在預算運行各環節均建立了嚴格的監督審查機制，並專門設立歐盟反欺詐辦公室、歐盟檢察院致力於打擊和防範侵害歐盟財政利益的違法犯罪行為。與歐盟緊盯公共財政的反欺詐策略相比，中國當前的反腐工作體制機制仍然停留在緊盯公職人員階段，即使在國家監察法頒佈實施、反腐力量得到高度整合、反腐機構地位顯著提升的情況下，面對公職人員數量不斷膨脹、崗位職責職務不斷變動所產生的反腐碎片化、不效率和偶發性問題，仍然缺乏系統、高效和動態的應對策略。歐盟雖然與中國在政治體制等方面有諸多不同，但其以公共預算保護為脈絡和抓手開展反欺詐工作的策略無疑為懲治和預防涉財政腐敗犯罪提供了新理念、新思路，對中國當前亟需升級和重構的國家廉政體系建設提供了獨到的方法論支持。中國重構國家廉政體系應當充分發揮公共預算的強大反腐功能，在社會參與、多元治理、文化培育的基礎上緊密圍繞預算保護進行策略升級、制度創新、法律定制和機構設置，使反腐倡廉工作脈絡清晰、重點突出、事半功倍。

520 $a China's current anti-corruption strategy includes Focus-on-official and Focus-on-power. While the anti-fraud strategy of the EU is quite different from that in China. By EU Anti-Fraud Office (OLAF) and EU Public Prosecutor's Office (EPPO), EU regards that protecting financial interests is more important and effective than punishing officials. Both OLAF and EPPO take protecting the budget revenue and expenditure of the EU as the main line of strategy， and constructs a systematic， holistic and dynamic system to combat and prevent crimes involving financial fraud. China should draw on the experience of EU anti-fraud strategy, broaden the connotation and extension of anti-corruption, give full play to the powerful anti-corruption mechanism and function contained in the public budget, bring all acts against public financial interests into the scope of prevention and combat.
