Introduction: Nursing staffing in all settings, primarily acute care, has been a worldwide discussion topic. National and international agencies such as the American Nursing Association (ANA), the World Health Organization (WHO), the Institute for Health Care Improvement (IHI), and the United States Congress have been focused on developing principles, strategies, and policies to improve nursing staffing deficiencies because these impact patient outcomes and patient safety. Method: This doctoral project aims to explore an adequate nursing staffing metric that supports optimum nursing staffing and proper workload assignment, considering patient acuity and maximizing outcomes by integrating the IHI triple aim of increasing quality and patient satisfaction while considering healthcare costs. The Centers for Disease Control and Prevention (CDC) Policy Analytical Framework and the ANA's Principles for Nursing Staffing were used for the analysis. Results: Without adequate nursing staffing, hospitals experience harm due to adverse events, resulting in hospital-acquired infections, prolonged stays, readmission, and higher mortality rates with increased costs. Conclusion: This policy analysis reveals that a nurse staffing legislation that contemplates the best features of the three more popular nurse staffing methodologies might be a solution to improve patient safety and quality of care in the hospital. There is a need for an adequate number of nurses per patient, depending on the unit type, to deliver direct patient care safely, timely, and effectively. Comprehensive legislation such as the S.1113 and the H. R.2530 - Nurse Staffing Standards for Hospital Patient Safety and Quality Care Act of 2023 to standardize the nurse staffing processes countrywide should be enacted to ensure patient safety and improve patient outcomes.
