This dissertation seeks to present a canonical, whole-Bible survey of the covenant formula-"I will be your God, and you will be My people." The first two chapters consider the formula's role as a biblical-theological 'adhesive' and the need for a canonical survey. The third chapter considers the formula's declaration of a nation-deity relationship with the God of gods and, thus, the importance of the 'heavenly council' for understanding the formula. The next chapters survey the formula's unfolding literary and theological use in Scripture, arguing the following thesis: Studied canonically, the covenant formula declares a nation-deity relationship with the God of gods, which is fulfilled by Christ's mediation in the heavenly council and applied to His international church.
