The external threat hypothesis suggests that security threats from adversaries can unify partisan divisions among politicians and citizens. Thus, neighboring security threats can unify a politically divided nation. Scholars have observed this across regime types and autocrats have used external threats to deflect attention from domestic problems. This has important implications for leaders, political parties and citizens. Most studies focus on how the Soviet external unified the American and European societies. However, few studies examine non-Western democracies and external threats. Does the "external threat hypothesis" apply to democratic societies with neighboring security threats, such as the Republic of China (ROC) and the Republic of Korea (ROK)? What are the fundamental factors affecting public opinion on national security in the case of ROC and ROK? Scant literature exists on the external threat hypothesis that examines cases that have a unique direct military such as ROC and ROK. Literature has also neglected the relationship between public opinion on the external threat and citizens' political ideology or party affiliation. This paper aims to fill these gaps. Using the case studies, World Value Survey (WVS), Taiwanese National Security Survey (TNSS), and Korean Unification Perception Survey (KUPS), this paper examines how different types of external threats and domestic characteristics in ROC and ROK influence public opinion and partisan division in domestic societies.
