The Republic of Korea underwent dramatic economic growth and development in the decades after 1962, giving rise to interpretations that the military's seizure of power in a 1961 coup d'etat, its creation of institutions of state intervention in economic affairs, and its imposition of an authoritarian form of politics, are to be credited for the economic transformation that ensued. By probing the historical and theoretical roots of the Republic of Korea's political economy prior to the First Five-Year Plan's promulgation in 1962--elucidating in the process the context for economic planning in the colonial era, the Asian regional setting, earlier planning efforts before 1962, and U.S.-ROK political and economic relations--the present research calls into question the military-dominated regimes' claims to have been uniquely qualified to carry out the Republic's economic transformation after 1961. Rather, the regime that seized power in 1961 is shown to have been singularly ill-prepared to manage the Republic's economy, and is shown to have coopted for its own self-legitimation purposes key institutional changes designed by its predecessor, the constitutionally elected regime of Prime Minister Chang Myon. These innovations included the Five-Year Plan itself, as well as the National Construction Service and the governmental reorganization plan leading to the powerful Economic Planning Board. Furthermore, it is shown that a climate conducive of popular support--indeed restiveness--for an economic transformation had been lain in the preceding years, such that the military's seizure has received undue credit for a process already underway, and likely to have continued without resort to a militarized, authoritarian form of politics. The received wisdom that authoritarian politics were a necessary component of south Korea's economic development is called into question. In the process, the debate is joined regarding "the strength and role of the state." A case is made for a disaggregation of components of state strength, particularly in periods of transition, enabling a more accurate conceptualization of state strength in several of its component dimensions. Relying on recently declassified U.S. government documents and interviews with participants in the Republic's political and economic continuities and changes, 1948-1962, the present research makes a timely contribution to the fields of Korean Studies, U.S.-Korean relations, and international political economy.
