In 1953, the United States Congress established an independent federal agency, the Small Business Administration (SBA). The SBA's mandate goal and mission is to counsel, help, assist, and protect the interests and concerns of small businesses (U.S. Small Business Administration, n.d.). The SBA launched business development, training, grant, loan, and contract set-aside programs to help bring its objectives to fulfillment for small business entities. The purpose of this research was to explore and answer the questions of how effective and influential the SBA and its small business programs have been in assisting, training, and developing minority women-owned small businesses.For this qualitative research, a sampling of three SBA certified minority women-owned small business leaders was employed for data gathering, assessment, and analysis to address the research questions. The researcher also reported her lived experience for this study, thereby employing a heuristic phenomenological investigative approach coupled with narrative inquiry. This study introduced and investigated the need for a fairer and more equitable SBA and its small business program model, especially for minority women-owned small businesses.This research found and presented a definitive need for the SBA to address its long-standing organizational culture and processes, which are not inclusive, fair, and equitable for all small business entities. Additionally, the SBA minority and women small business programs are not as effective in training, assisting, and promoting business development and growth compared to nonminority owned small business achievements. This research also presented unexpected realizations of the study participants' possible shared involvement and ownership for their SBA failed experiences.The SBA advertises protection, assistance, development, and support for all small businesses. These claims may hold true on the surface, but at a deeper level, the SBA and its small business programs have not in the past, nor continue going forward, helped, assisted, or benefited minority women-owned small businesses.
