Audit of an Empire: USIA and American Public Diplomacy in 1988 -- Beyond the Cold War: The Administration of George H. W. Bush -- Downsizing: Bill Clinton's First Term -- End Games: Bill Clinton's Second Term -- Conclusion: The Tragedy of U.S. Public Diplomacy.
This book is a history of the way in which the United States has sought to engage foreign publics since the end of the Cold War, and as such it is an analysis of one of the most poorly handled aspects of US foreign policy. In 1989 the US was riding high and its public diplomacy (the methods by which it advanced foreign policy though reaching out to foreign publics) was seen as an especial strength.By 2001 US public diplomacy was a mess, morale of personnel had never been lower, and the country didn’t even have a specialized agency to conduct this work anymore. This book details why, explains who is to blame, and show what needs to be done for the US or any other practitioner of public diplomacy to harness this increasingly important dimension of foreign affairs to the full.

"At a time when issues of international engagement are again at the fore of foreign policy, this book tells the story of how the United States's apparatus for public diplomacy came to be in disarray. Using newly declassified archives and interviews with practitioners, Nicholas J. Cull has pieced together the story of the final decade in the life of the United States Information Agency. It is both a sorry tale of political neglect and missed opportunities and an account of what America's public diplomats were nevertheless able to accomplish. Major episodes include the transition of Eastern Europe to democracy, the role of public diplomacy in the First Gulf War and Kosovo Wars, the US interventions in Somalia and Haiti, and the buildup to the attacks of 9/11"--
