This dissertation examines the relationship between oil sector ownership structure and elites political survival. First, the empirical analysis evaluates the impact of state ownership over the oil sector on the private benefits enjoyed by the political elites, and therefore provides an empirical support for the assumed distributional impact of state versus private ownership. Second, the dissertation explores the political determinants of oil sector ownership structure, while controlling for the standard economic predictors. Using quantitative panel data set of 44 oil producing countries, the analysis finds that a smaller winning coalition strongly predicts state control over the oil sector, which is consistent with the predictions of political survival theories. Using a second measure for the need of policy concession by political leaders, the empirical analysis finds that higher need for policy cooperation from the general public results in more policy concession from the political elites, and therefore less state control over the oil sector in favor of private ownership. Third, the dissertation scrutinizes the link between petroleum wealth and international militarized conflicts, and finds that the relationship can be significantly moderated with private ownership over the oil sector, since greater private ownership reduces the discretion of political leaders in using oil revenues. Lastly, by studying the cases of Alaska's Permanent Fund and oil dividends, Russia's oil sector privatization and confiscation incidents, and Turkey privatization experience in its attempt to join the European Union during the 1980's; the dissertation finds qualitative support for the empirical findings, and provides policy recommendations from political survival perspective.
