Cybercriminals have been innovative in their techniques and have continued to enjoy the spoils of "cyberwar". Nothing appears to stem their progression. It is analogous to a petri dish of bacteria that will continue to grow until a disinfectant is used to 'kill' them. The dish must be disinfected and disposed of properly. Failure to take these actions provides an open window for continued growth. This research project sought for an analogous disinfectant solution to help organizations protect their assets from cybercriminals.

The initial abstraction focused on development of a solution within the information security risk management (ISRM) domain. However, the global nature of cybercrimes indicated it would take global participation in the development of a solution and identification of a group with the requisite knowledge and experience to formulate an effective solution. A group with skills matching these requirements would include ISRM academic researchers, practitioners, and innovative information security vendors. This identification changed the abstraction focus to the development of a collaboration platform that could be utilized by the group to develop the solution(s) and which materialized as the Cyber Security Collaboration Project (CSCP) framework and artifact, the outputs of this research.

A literature review of existing ISRM frameworks and artifacts found none that were collaborative in nature. Therefore, CSCP was created and marks the beginning of an evolution that moves from frameworks and artifacts that are static in time to a new paradigm that requires collaborative and transformational characteristics that enable internal reinvention to meet the demands and challenges of the footprint of the cyber landscape in an on-going basis. Furthermore, it moves ISRM artifacts from guidelines to instructions on 'how-to-do-it' that has been desired by practitioners.

To emulate the collaboration of researchers and vendors, existing ISRM research articles and books were used to integrate concepts that became the foundation and functionality of the artifact. A proof of concept test performed with experts in the ISRM domain found the CSCP artifact to be relevant, necessary, and useable.

This thesis documents the research process, foundation of the ISRM framework, planned artifact functionality, and the proof of concept test.
