In the past few years, there has been tremendous growth in the number of vehicles. Along with this, the amount of traveling has also increased. Government and other agencies have realized that safety during traveling on the highways at night is of significant importance. Thus, solutions have been suggested to improve safety for pedestrians on the road and travelers in the vehicles. Since the introduction of a lighting system on highways, there has been a reduction of 5%--58% in accidents during nighttime with an average reduction of 35%. Nonetheless, almost 50% of fatalities occurred at nighttime whereas 25% of vehicle miles were driven at night. It is important for the lighting system to provide sufficient light level so that the drivers can easily detect obstacles on the road and take actions like apply breaks, change lanes, reduce speed etc. Therefore, highway lighting system proved to be a significant safety measure.

Though the highway lighting system was a safety measure, there is a potential issue that it causes glare. Glare influences the vision of drivers on the road, causes driving fatigue and may lead to accidents and fatalities. Due to long hours of driving, the driver may experience high amount of eye strain which may contribute to disturb the mental activity causing comfortless driving which decreases the reaction time. Therefore chances for accident to occur increases.

This thesis investigated the impact of highway lighting system design on safety performance through various calculations done using the formulae for calculating the amount of glare and intensity of light considering different light bulbs, installation height, light aiming angle, light pole spacing and road materials. AGi32 was used to perform dynamic simulations for designing reduced glare highway lighting systems for various road conditions. Also, some important measurements were provided to improve safety.
